Update the GFS Vtable to work with the new 0.25 degree output.
NCEP changed the GRIB2 specification of soil temperature
from TMP to TSOIL. The Vtable is backward compatible with older
NCEP output (e.g. 0.5 degree, 1.0 degree).
Deleted the GFS+TROP Vtable. TROP fields are now part of the
default Vtable.GFS.
