Update ungrib to properly handle the new (2017) GFS missing codes.
rrpr.F and Vtable.GFS are modified to adjust GFS missing values
for masked fields to match those expected by WPS. The corresponding
changes to METGRID.TBL.ARW were done in the WPS3.9 release.
Include a minor change to rd_grib2.F for plot purposes.
