ECMWF pressure-level RH is a combination of ice and water just like the GFS, so
repair it like the GFS to make RH with respect to water at all pressure levels.
Add PSFCH to the Vtable_ECMWF_sigma. PSFC can be stored at the surface of hybrid-level 1.
ungrib will assign PSFCH to PSFC if necessary.
