build: propagate --pacman-conf to local upgrade
An example use case is using a dedicated pacman.conf for host builds
(e.g. the one in /etc/aurutils), such that regular pacman usage
considers the packages in the local repository as foreign. This in turn
allows compatibility with other AUR helpers only supporting foreign
packages.
