add spi nor flash support winbond W25Q64JW (#13977)
* add spi nor flash support winbond W25Q64JW
* modify `W25Q64JW` subtype comment
* modify `W25Q64JW` max spi clk to 104MHz
- For none SPI-EBh (Fast Read Quad I/O) mode, max dual output / quad output read clk should be 104MHz
