Use wasThrottleRaised in place of isAirmodeActivated where appropriate (#13968)
* use wasThrottleRaised in place of isAirmodeActivated where airmode isn't really needed
* fix unit test
* fix typo
* remove unnecessary check
* final changes and clarificartions
