A new doc condor_config.html is being added showing the condor configuration

A new doc condor_config.html is being added showing the condor configuration
atttributes for glideinwms. It is initially based on what the ini/qa
installers populate.  The description for each attribute is based on the
comments placed in the config file for each attribute. They do not
address the "why".  These have to be added to by those who best know
the why.

Note the User Job Class Ad Attributes section which was recently added
(a day or 2 ago) by Parag.

So, this should be reviewed by all and feedback provided (or updated)
to make it more meaningful.  This includes any description needed
in each section.

If there are any ommissions/deletions/corrections  necessary,
please advise. These changes may affect the installers as well.
