Remove no longer necessary use of AC_SUBST
Using AC_SUBST on CFLAGS and LIBS variables set by PKG_CHECK_MODULES has
not been necessary for several years now because PKG_CHECK_MODULES started
calling AC_ARG_VAR on the variables which makes them substituted too.
This behaviour is also documented in pkg-config(1).
