Call InvalidationController#refreshRegisteredTypes() on Chrome startup
Call InvalidationController#refreshRegisteredTypes() on Chrome startup if signed
into sync. The new behavior is consitent with:
- The comment for InvalidationController#refreshRegisteredTypes()
- The old behavior prior to open sourcing GoogleServicesManager.java
