Eliminate the use of autofill::REQUIRE_AUTOCOMPLETE [step 1 of 3].
- Step 1: this change.
- Step 2: a downstream change to use the new method.
- Step 3: another upstream change to actually remove handling of REQUIRE_AUTOCOMPLETE and REQUIRE_NONE from js_autofill_manager.mm and autofill_controller.js.
Tested with iOS 8.3 on https://www.googledrive.com/host/0B-jRRqdEcMimTm1vcHhGSXAzRTA.
