Re-enable GaiaAuthFetcherIOS.
GaiaAuthFetcherIOSBridge now observes the active status of its browser
state and reacts on it.
This means that GaiaAuthFetcherIOS can now be re-enabled.
Note that it won't be truly re-enabled until the ActiveStateManager is
actually used.
