Revert of [Telemetry] Improve local selection of port for forwarder. (patchset #1 id:1 of https://codereview.chromium.org/1292643002/ )
Reason for revert:
Speculative revert. All the XP reference builds started failing to connect to the browser after t his landed, e.g., http://build.chromium.org/p/chromium.perf/builders/Win%20XP%20Perf%20%281%29/builds/5271
