Standardize naming of "data reduction" in Android UI code.
DataReduction is the standard name used in code for the "Data Saver"
feature. Parts of the codebase, however, use the terms
BandwidthReduction and ReduceDataUsage instead, and inconsistently so.
This changes everything to use DataReduction.
This also moves BandwidthType.java to the privacy package, since that's
the only place it's used.
