Revert of Restore FileSystemProviderApiTest.BigFile. (patchset #1 id:1 of https://codereview.chromium.org/925213002/)
Reason for revert:
FileSystemProviderApiTest.BigFile is still failing, about 98% of runs on cros_trunk bot.
