Makes content scripts request Classic enabled state from ChromeVox Next background page.
This strategy reduces the flicker/studder that currently occurs due to Classic being briefly enabled then disabled.
TEST=navigation with force next mode on, navigation within login screen (for compat), browsing using classic, test with pages (e.g. google.com) that have iframes.
