Initial WebImageLayer::setImage() implementation
Add an initial implementation for the new WebImageLayer method. For now
it just calls back to setBitmap(), performing the same SkImage->SkBitmap
conversion as Image::deprecatedBitmapForCurrentFrame() currently used by
Blink.
