bluetooth: android: Add permission with 'uses-permission-sdk-m'.
Enable Bluetooth permission via uses-permission-sdk-m which provides
permission on Android M and later without a prompt.
Googlers may see internal thread discussing how we'll add Bluetooth permission to Chrome
