* announce-gen: Remove unused --release-archive-directory option.
(print_news_deltas): Accept new adjective, "Noteworthy", in addition
to the old "Major".
Match version numbers in NEWS using tighter regular expressions.
(main): Require the --gpg-key-id=ID option.
