Add baseboard for PRU simulator
I'm running [1] PRU regression tests using this baseboard definition and
mainline Binutils, GCC, Newlib and GNU Simulator.

ChangeLog:
* Makefile.am: Add pru-sim.exp.
* Makefile.in: Ditto.
