wmclockmon: rename `DFLAGS` `debug_CFLAGS`
`DFLAGS` is used by autoconf for the D programming language.
Add it to `AM_CFLAGS`, not `CPPFLAGS`, because none of the flags is for
cpp, and `CPPFLAGS` should be reserved for the user anyway.
