Remove UTF8 encoding for swallowNew() so FvwmTabs can load.
Despite Goode's best efforts originally, hard-coding a UTF8 string in
swallowNew() completely breaks starting FvmmTabs using perl 5.10. This
isn't good. Instead, just use the empty string here.
