(HAVE_DWARF2_UNWIND_INFO_STATIC): Define it if gcc uses static
variable in DWARF2 unwind information for exception support.
(libc_cv_gcc_alpha_ng_prefix): Correct quoting.
Stop with error if --disable-static is used when the shared lib uses
this library.
