Remove ChangeLog, remove "cl" and "ci" targets from Makefile
Remove the ChangeLog file, as we will generate it automatically
from the Git log messages from now on.
Also, remove the "cl" and "ci" makefile targets, as they are
not needed anymore for our work with the Git repository.
