Support Simd4N for SimdRealWidth<4
If the SIMD with is smaller 4 but Simd4N is supported
then use Simd4 for Simd4N.
Also move Traits into internal namespace to signify that they
are not intended for usage outside of the simd module.
Fixes #2327
