Working top level Lua build script
This will now build base/doc/cyrillic/graphics/tools and leave all of the
.zip files in the main directory. At present, it can only run if you use
a modified version of l3build that skips the tests as part of the CTAN target,
as there are still a few failing tests (as raised on the team list).
