Some minor housekeeping fixes.
- Remove b1 from the version number because it seems like the created anchor
for thr release uses b1 instead of news-1.3.6, which is very weird.
- Fix the tox env list for renaming pep8 to qa.
- Add a new docs env to build the documentation offline
- Update the setup page with the latest supported django versions.
