CI: introduce GitHub Actions as CI build
This build is not intended to test all listed compilers in the
documentation, just the latest. This basic setup builds for GCC
only for now. This build is the equivalent of
cmake --preset gcc-release
cmake --build --preset gcc-release
ctest --preset gcc-release
Build for branch `master` and PRs.
