Add custom InterwikiLookup to MediaWikiTitleCodec
This patch allows for a custom InterwikiLookup service
when constructing MediaWikiTitleCodec instances.
If not specified, it continues to get the service from
MediaWikiServices::getInstance()->getInterwikiLookup().
This patch will allow a fully customized instance
creation, without any global state.
