musl: use CROSS_COMPILE instead of CC
this lets musl's Makefile pick up ${CROSS_COMPILE}ar and ranlib.
CROSS_COMPILE is being overridden by CC passed to musl's configure,
so the CC was removed (musl detects it automatically).
