x509: add proper const attributes, change x509parse_cert_info interface
Add proper const attribute to function arguments in
x509.
Change interface of x509parse_cert_info to have
the output buffer provided by caller.
const attribute is added to function arguments and
variables in order to allow compiler checks with
-Wbad-function-cast, -Wcast-qual and
-Wwrite-strings warnings options.
