*Add the following Perl modules:
Text::Wrap
Pod::Usage
Win32::TieRegistry
Time::ParseDate
(all but the last are included w/ ActivePerl)
*Automatically detect and use Windows regional date & time formats as well as time zone
*Add --timebias argument to override timezone detection; timebias is the number of minutes to add to VSS output time
*Add various additional checks and messages to improve user experience
