Changed the handling of resources in the "resource.tcl" file to
change all fonts to "TkDefault" types. This prevents all the
menus and windows from having text that is sized too small for
a high-resolution display. Also added an XCOps(scale) that will
force a scaling of the icons and can be set in the .xcircuitrc
file.
