  11     In POSIX based systems, this function will return the CPU seconds
  12     used by the current process while in user mode.  Time spent in the
  13     kernel executing system calls is not included.

  15     On non-POSIX based systems, this function will always return 0.
  16     In particular, most MS windows based systems do not have the required
  17     POSIX system call and so this function will always return 0.

  19 EXAMPLE
  20     The result for this example will depend on the speed of the CPU
  21     and precision of the operating CPU time accounting sub-system:
