   9     This is "The Artistic License". It's here so that modules, programs,
  10     etc., that want to declare this as their distribution license, can link
  11     to it.

  17 The "Artistic License"
  18   Preamble
  19     The intent of this document is to state the conditions under which a
  20     Package may be copied, such that the Copyright Holder maintains some
  21     semblance of artistic control over the development of the package, while
  22     giving the users of the package the right to use and distribute the
  23     Package in a more-or-less customary fashion, plus the right to make
  24     reasonable modifications.
