HOW-TO-RELEASE

   1 1. update NEWS, configure.in, debian/changelog
   2 2. check README have been updated about the new feature
   3 3. confirm 'make distcheck' can pass
   4 4. svn commit and svn tag
   5 5. run 'make dist' to generate the source package.
   6 6. publish source package
   7 7. update NEWS, configure.in, debian/changelog to the new version
