This is a Visual C++ runtime that can be used in place of the Visual C++ Runtime library that people have a lot of problems with.

Taken from Google's omaha project, which in turn was taken from an MSDN Magazine, this library has been altered to work properly with Visual Studio 2008. Enjoy!
