15 - Bug #2301: Don't try decoding the source code into the original
16 encoding for syntax errors.
21 - The dl module was removed, use the ctypes module instead.
23 - Use wchar_t functions in _locale module.
28 - The class distutils.commands.build_py.build_py_2to3 can be used

32 - A new pickle protocol (protocol 3) is added with explicit support
