telepathy: add SIPE_UNSAFE_DEBUG variable
Setting the environment variable SIPE_UNSAFE_DEBUG=1 will enable dumping
of message contents to the debug log. sipe_backend_debug_enabled() will
only return TRUE if this variable is set.
This emulates the behaviour of the purple backend.
